Metropolitan geopolitics of Mexico: the handling of the conflict in the enviroment in the national political changes and the water conflicting management

Abstract

This article suggests some elements of reflection for a research work about the multiphased character of the general metropolitan conflict and also the water conflict. These conflicts and their relationship with the political regime crisis will be addressed within the context of the megalopolis of Mexico. Furthermore, it will be discussed the metropolitan conflict and its socioinstitutional character as wells as the decision - absence and inefficiency- regarding water publics policies matters.From an interdisciplinary standpoint, it is argued that the "state of things" in the metropolitan treatment of the conflict in general, the water conflict in particular and the changes in the Mexican political regime have played a central function. This situation has made of the metropolis a privileged space to try new agreements and new regulations, as well as imaginative analysis of the social actors. This exercise serves to support the idea that the metropolis is a new space in dispute, given the importance and projection in the elections of 2006 in Mexico. Mainly, the metropolis of México is also a political space in permanent question, subject to different pressures and to itself positioning as a new political actor which will fix some of the main rules in the configuration of the Mexican regime in the future.

¿Hidropolitica en la crisis decisional: Coyuntura o sintomas de colapso

Abstract
Este artículo presenta una discusión sobre la coyuntura de la gestión política del agua, denominada aquí como una crisis decisional, en la megalópolis de México, observada durante estos últimos años. Nuestro enfoque tiene por objeto incluir el marco actual de la crisis en la toma de decisiones que viven los gobiernos de la Zona metropolitana de la Ciudad de México (ZMCM). Reflexionamos sobre los vínculos entre los conflictos relativos a la gestión gubernamental del agua y las condiciones sociales metropolitanas que, concluimos, crean un clima explosivo en la metrópoli más grande del país.La conclusión es que la gestión política del agua en México desembocará en nuevos "formatos" gubernamentales de acción política, así como en nuevas “performances” institucionales, y ello parece no evitar el surgimiento de nuevos movimientos sociales de tendencia fuertemente radical.En general, en los próximos años, estas presiones socio-institucionales "obligarán" a los actores metropolitanos a tomar decisiones para encontrar solución al dilema siguiente: aumentar el precio del agua o aplicar medidas de privatización parcial o general de este recurso, teniendo en cuenta que algunas de esas decisiones causarían fuertes protestas populares.

Geopolitic of water in Mexico. The opposition between hydropolitic and the socio-politic conflict. The new faces of the social struggles.

Abstract

After the population’s changes that were a lived in the last decades in Mexico City, and the changes in Mexican politic administration of the years 1990, the decadence of the life conditions and of public services has increased. Mexico metropolitan area is now days a geopolitical laboratory that seems to stamp the discussion about the national politic agenda. A new modality of social protests appears progressively in the metropolis, and particularly, protests that have a relation with the problem of the water. These protests, different in their modality, are changing the social structure, the urban form and the politic relations. In its all, they are showings of new politics actors in scene that break ancient hegemonies and generate news customer’s spaces. In this work, it discusses the conflictive administration about the water that constitutes a pragmatic conjuncture of several slides: between the metropolitan governance, the same form of the conflict or about a true catastrophe in the next decades. The author has an explicative model of these principal tendencies about the conflict in the biggest metropolis of Latin America.

The factors of the social conflict in the water struggles in Mexico metropolitan area: the political fragmentation matter.

Abstract

Since the 80´s Mexico experienced a deep reorganization on its political regime. A series of reforms of neoliberal direction change the actors, institutions and the representations of the Mexican State in process characterized by two major axes: In First, the State reform from a roll of welfare State to a reduced roll (Crozier, 1987). Secondly, a transformation on the relation State - society, ones broken the corporative practices which opened opportunities for the budding of a new and different social protests, in a context of great problems and social deficiencies. This is transformed into social conflicts, when engendering ineffective ways of water´s management. In this article we analyze these conflicts in the metropolis of Mexico. In this work these conflicts can be explained using concepts like decisional crisis, political fragmentation and rupture of the forms upon which traditionally conflicts were managing.

Este ejercicio, promovido por la II Legislatura de la Asamblea Legislativa del Distrito Federal y realizado por el Programa, aporta reflexiones, críticas, sugerencias y propuestas que contribuyen a enfrentar este desafío metropolitano con madurez política, eficiencia administrativa y capacidad de adaptación. .

Abstract
Desde hace tres décadas, el gobierno federal mexicano ha permitido a la empresa privada invertir en sectores que, tradicionalmente, estaban bajo su responsabilidad exclusiva, según la tradición posrevolucionaria (Gilly, 1986). Esta modalidad, novedosa en su género e inspirada en directrices políticas de organismos internacionales, permitió que el país conociera diversos programas de privatización de las empresas que antes eran manejadas por el Estado (Ávila, 1999) . Este conjunto de decisiones, ocurrió en un contexto donde el mercado financiero internacional influiría decisivamente sobre las políticas públicas de los países latinoamericanos.

Hasta los años setenta, el régimen político mexicano, dirigido desde la revolución de 1917 por un partido, el Partido Revolucionario Institucional (PRI), confirmaba la fortaleza de un tipo de Estado intervencionista en cuanto a las políticas sociales, y que tenían como objetivo recuperar el retraso de desarrollo socioeconómico nacional, en gran parte gracias a la riqueza petrolera generada por la explotación de reservas importantes de hidrocarburos en el Golfo de México en los años setenta, conocido como el "boom petrolero" (Teichman, 1995 :37).

Este proceso de transferencia de recursos fue generalizado en el continente, en un contexto de crisis económicas recurrentes que posibilitaron la injerencia de instituciones mundiales (Banco Mundial y Fondo Monetario Internacional), las cuales articularían y concretarían las directrices de las potencias del mercado financiero internacional sobre la mayor parte de los países considerados como periféricos ({Hiernaux & Tomas 1994 , 1994 ).

Igualmente, las exigencias impuestas por dichos organismos financieros, han tenido que ver con la descentralización de un conjunto de funciones del gobierno federal mexicano con los otros niveles de gobierno (estatal y municipal), así como la cesión de los servicios a la iniciativa privada, lo que supone, en definitiva, el pasaje del control de la gestión a nuevos grupos de poder (Torregrosa y Kloster, 2005). Localmente, dichos procesos han abierto una discusión sobre las fracturas a la hegemonía vigente durante prácticamente todo el siglo XX en México (Dion 2002).

Como una estrategia progresiva de limitar el campo de influencia de la esfera pública, este fenómeno apareció casi al mismo tiempo que la crisis de un régimen autoritario. En el sentido que sugieren Knox y Taylor , el Estado en México se vio en la fase de la necesidad, en la cual, los estados, las ciudades o las metrópolis requieren de territorialidad política para permitir la expansión capitalista ( Knox & Taylor, 1995 ). Esta territorialidad política puede ser meramente simbólica, como seria el caso del entramado jurídico creado ex profeso para aplicar la decisión de desestatizar los servicios de la metrópoli.

En este artículo analizamos a la privatización del agua en México con el fin de situar la importancia actual de dichas reformas, desde perspectiva nacional y local, concretamente, una década después que dichas decisiones.

Fragmentación política en México: Saturación del espacio político y acción intergubernamental en un “laboratorio” metropolitano en conflicto

Abstract
During the last three decades, the changes of the Mexican State have been promoted for neo-liberal governments. The political opening of the regime and the opposition government’s arrival to the large Mexican cities, are two others changing events. As a historical breaking consequence, the Mexico metropolis witness a socio-institutional fragmentation process defined as an experimental champ between the radicalism and the concurrence capacity of the political and social actors.

Continuing on the inclusion of Mexico in the network of global metropolis discussion, we consider then the institutional fragmentation affects the metropolitan governance. From a recent intergovernmental action meticulous analysis, we conclude the Mexico socio-institutional actors will face, for the next years, greater challenges on the conflict management and the metropolis insertion in the national political agenda.

Felipe De Alba est actuellement doctorant en aménagement à l’Université de Montréal. Il est membre du Groupe interdisciplinaire de recherche sur les Amériques (GIRA). Il a été fonctionnaire du gouvernement de la ville de Mexico (GDF) de 1997 à 2002, en matière de coordination métropoli­taine, et fonctionnaire au gouvernement fédéral (1992-1996) en planifica­tion stratégique. Il est aussi coauteur du livre intitulé Le défi métropolitain (2004) et compte à son actif plusieurs articles dans des revues spécialisées touchant au phénomène urbain.

Abstract

In this text the authors present an analysis of the city of Mexico considering tree axes: the recent political transformations, the change of regime and its entailment with the global flows. It’s discussed the status of global city and it position, evident in the application of a series of public policies of national level that progressively transform the local political regulation. After the arrival on the power of new progressist elite, the national capital metropolis lives a series of upheaval on local, national and international scale. The authors set out, not without interrogation, that this new elite is propulsive of a "third via", searching for a new formulation to the social agreement and contesting the myriad of neoliberal changes with rows in this region in the 80's. The arguments set out consent to the announcement of o new geography of flows in the politician's legitimation in the metropolitan territory, as well as of their complex and contradictory world-wide entailments.
